First I need you guys to identify this sword plant.

Then, I need to know how I can splice and transplant part of it into another tank, if it can be done.

Swords are rosette plants, all the leaves grow from one central growing point in the center of the base.

Sometimes a sword will divide, and show two growing points.  I cannot tell from your photo as the crown is obscured by stem plants around it.  If your plant shows two distinct growth points, has two centers (which it does not look like to me), then it can be divided.  But it really looks too small for that to me anyway.
