I inherited 2 10 gallon Betta tanks that belonged to my mother. I have a 55 gallon on a metal stand, that has a second shelf on the bottom. A friend mentioned that the stands are designed to hold tanks on both levels.  A rather blurry photo is attached (sorry about the quality), but does anyone know if the stand WOULD hold the weight of 2 ten gallon tanks on the bottom shelf?

Definitely. You could put plywood down for smaller tanks that don't reach front to back but anything that fits is fine.
