I've had a bamboo shrimp for about a month now and hes doing very well.  He's shed twice and usually I watched him on one of the broad leaf plants in front of the filter flow.  However I have a pretty swift moving air stone in the tank and he's positioned himself above it.  Is he really getting food from doing that?

It certainly sounds like it.  A big clue he is not getting enough food is if you see him picking at the bottom.  They will find the best places to hang out in the tank for the current they like.  The foods I had best results with were liquid foods and frozen.
