Hi, I'm considering getting a F8 puffer when I move back to the U.S., and I was wondering if protein skimmers work in brackish water, & if I could use them with the puffer

A brackish tank does not have the salinity of a full saltwater tank so using a protein skimmer isn't necessary.  All you would really need would be a good filter and a good maintenance routine.
