So I have a 23 gallon tank currently stocked with 1 male betta, 8 harlequin rasboras and 3 australian rainbow fish. They all live peacefully and I have had zero problems with tank maintenance. I would like to add some neon tetras, possibly 6 of them. Would this prove too much for my tank? Thanks.

A 23 gallon tank isn't a standard size as far as I can tell but a 25 is 24  inches long.  Rainbow fish come in several species which are different sizes.  Depending on which species you have, you might be overstocked right now.  Here are some of the species to help you in identifying the ones you have.

When in doubt, do a water change.

If you cannot find your rainbow at the link Pat Mary provided, you can also try here This is the main species page

Many rainbows, though small, are active swimmers and should be in a tank of at least 3 ft. in length.
