I want: ram /cockatoo cichlids 2-3? neon or harlequin rasbora 10, Serpae Tetra 3 .I have a 20 gallon. Do you think it would work or what are your thoughts. Do you have suggestions. What other options do I have

Serpae tetras need to be in larger groups than just 3.  I would leave them out.

Harlequins are very nice fish. When young, tey will school up but, whey mature, they tend to individually wander a lot more. I agree about the Serpae.
