I sometimes rinse the plastic parts in tap water, it's
the media you want to rinse in tank water. You want to preseve
the bacteria on the sponges or carbon or whatever media
you have in the filter. That's why people say to rinse
it in tank water so the bacteria is not affected by the
chlorine in your tap.By the way if you are talking biowheel
you can just leave the wheel alone period.

I pull the basket out of the aquaclear, rinse the plastic
parts under the faucet and rinse the media(basket plus
sponges) in a small pail of tank water. You can rinse
the sponges in the whole tank if you wish, but it may be
tricky to swish the whole filter around and that might freak
out your fish.
